Tracie Rice filed her lawsuit against Lohan, who is currently in a Utah rehab facility, in Los Angeles County Superior Court on Tuesday.
She is suing for intentional infliction of emotional distress, and is seeking unspecified damages and payment of expenses including medical treatment.
Rice says, "What Miss Lohan did that night was extremely dangerous and reprehensible. Someone could easily have been killed or seriously hurt because of her irresponsible decisions that evening.
"(She) put me through one of the most frightening experiences of my life."
Lohan, 21, was arrested in Santa Monica, California, on July 24 after the mother of her former assistant alerted police to the fact the frantic actress was chasing her through the streets.
A breath test was conducted at the scene and Lohan's blood alcohol level is said to have been well over the legal driving limit. Police also allegedly found cocaine on her person.
The incident followed another drunk-driving arrest earlier this year.
As a result, Lohan is facing two misdemeanor charges of suspicion of driving under the influence and driving with a suspended license as well as two felony charges of possession of a controlled substance and bringing contraband into a custody facility.
